Patch 10.23 Preview: Brand New Champion Class Items, Jungle Starter Items, Ranked System

As League of Legends concludes the 2020 season, the game looks set on finalizing their large-scale provisions for the 2021 preseason which was promised months in advance.

Mark Yetter, lead gameplay designer of the game, released a list of adjustments that will be addressed for the upcoming 10.23 Patch. The patch will go live in the game client on November 11.

“It’s a big preseason, so much is changing that we don’t have our typical champion buffs and nerfs,” said Yetter. “We’ll be watching everything very closely after Preseason ships to be ready for hotfixing bugs, items, and champions that we need to.”

Unlike past patches that usually mapped out a list of nerfs and buffs for a given set of champions, this patch also features an overhaul of the game’s item and ranked systems.

New Item System

Twenty-three mythic items, 13 legendary items, and nine epic items will be introduced for 10.23. Additionally, 28 existing legendary items, eight runes, and the shop interface will be reworked.

Staying true to Riot Games’ word on the installation of Champion Class Items from August, this patch will see the transition of customary jungle items to jungle starter items.

Conqueror (Precision Keystone)

  • “Adaptive force increased from 1.7-4.2 to 2-5
  • Heal lowered from 15% to 9%
  • Ranged heal lowered from 8% to 6%”

Presence of Mind (P2) [New Effect]

  • “Damaging an enemy champion increases your mana regeneration by 1.5-11 (80% for ranged) mana per second for 4 seconds.
  • All energy users gain 1.5 energy per second, instead.
  • Takedowns restore 15% of your maximum mana or energy.”

Transcendence (S3) [New Effect]

  • “Gain bonuses upon reaching the following levels:
    • Level 5: +5 Ability Haste
    • Level 8: +5 Ability Haste
    • Level 11: On Champion takedown, reduce the remaining cooldown of basic abilities by 20%.”

Cosmic Insight (I4) [Changed Effect]

  • “+15 Summoner Spell Haste
  • +10 Item Haste”

Time Warp Tonic (I4) [Tweaked Effect]

  • “Consuming a potion or biscuit grants 50% of it’s health or mana restoration immediately.
  • In addition, gain 5% Movement Speed while under their effects.”

Ability Haste

Furthermore, the cooldown reduction will be replaced by the introduction of ability haste, a new and uncapped stat that quickens the duration of cooldowns for used abilities as opposed to its predecessor which only shortens it. With this new stat, summoners can cast more abilities and scale at a linear rate.

Champions

In accordance with the item system rework, 13 champions will be adjusted. For the adjustment of mana pools, 30 champions will be affected.

From Riot Games

Of those getting update, Seraphine, who was introduced in 10.22, will see her stats shift in 10.23. Since she had been preferred for the support role, a development that had deflected away from the balance staff’s original view of her in the mid lane. As a result, they’re hoping to curb the trend by differentiating her effectiveness between both roles in her new stats.

“First patch is showing us that Seraphine has been skewed towards Support more than intended so we’re adding  adjustments to 10.23 to shift her primary position to Mid. Support is quite good right now, so these shouldn’t remove the position, just bring it to a reasonable state,” Yetter said.

Ranked

Ranked division promos series will be removed starting in 10.23, alleviating the difficulties players experience when trying to rise ranks such as completing multiple-game series. A new adjustment into match matchmaking called “Ranked Informed Matchmaking” will be implemented as well. Under this change, teams become better balanced in games from a League Point, division, and Matchmaking Rating perspective.

Ranked seeding, which had recently been in an experimental phase, will phase move into the second phase of operation in 10.23. This constitutes the placement of players in ranked games against others who hold the same skill level. This way, players now won’t have to worry about facing smurfs when they start out in ranked. The switch was originally planned to occur during the middle of the season, but due to the difficulty of translating normal MMR into ranked MMR, it was pushed back to the start of preseason.

Finally, the ranked duo queue from the Master tier upwards is axed. As developers explained in their end of season update, the move “will improve overall match quality at the top of the ladder through less variance between team skill, reduction in autofill and secondary role positioning, and faster match times,” thus giving greater emphasis to individual players than the entire party.
