To get Pine Tar you will have to use a Tapper equipment item. All you have to do is go around your farm and look for a Pine tree. Once you have waited for the stipulated timeframe, just go to the tapper jar and collect the tree sap.
In order to be able to craft a Tapper jar, you need to reach Foraging level 3. After this, you will be able to find the crafting recipe for the Tapper Jar. In order to craft this equipment item, you will need Forty Wood and Two Copper Bars. You can also get Pine Tar in Stardew Valley using a heavy tapper.
